The Hometown Heroes program enables you to receive lower than market rates on different types of first mortgage programs, including Federal Housing Administration (FHA), Rural Development (RD), Veteran Affairs (VA), Fannie Mae, and Freddie Mac first mortgages.
The FHA, RD, and VA loans represent Florida Housing’s First Time Homebuyer Programs that offer a 30-year fixed rate.
The Fannie Mae and Freddie Mac loan options offer reduced cost, charter level, and mortgage insurance if you earn below 80% of the area median income (AMI).
If you qualify for these mortgage loans, you automatically qualify for down payment assistance. Further, you also benefit from lower upfront fees and no origination or discount points.
To be eligible for the Hometown Heroes Housing Program, you must first connect with a participating loan officer, have a minimum credit score of 640, work a minimum of 35 hours a week or more for an employer that is a FL based company, and meet the program’s income threshold for Bay County, Florida.
You must also attend a program-approved homebuyer education course satisfying standards defined by Housing and Urban Development.
The maximum Hometown Heroes Income Limit requirement for Bay County is $128,250, adjusted for household size. Also, the contracted purchase price of your home should not exceed the Purchase Price Limits in Bay County.
The maximum Hometown Heroes loan limit for Federal Housing Administration (FHA) loans in Bay County is $472,030. USDA-RD does not have a Cap on Loan Limit.
The maximum loan limit for Housing Finance Agency (HFA) Preferred, HFA Advantage, and VA loans in Bay County is $726,200.
5% Second Mortgage Loan
The Hometown Heroes Loan Program also offers down payment and closing cost assistance in a 5% second mortgage. You can receive up to 5% of the loan amount not to exceed $35,000. The $35,000 grant comes in the form of a non-amortizing, 30-year deferred mortgage.
To be eligible for the grant, you must earn less than the Hometown Heroes Income Limit requirement for Bay County, $128,250.
The grant is eligible with the FHA, VA, USDA-RD, HFA Preferred, and HFA Advantage first mortgage programs. The first mortgage loan programs determine the maximum loan amount.
You can only use the grant to cover the down payment and reasonable, customary closing costs. Repayment of the loan is deferred except when you sell your home, refinance your first mortgage, or if the home is no longer your primary residence.
To participate in the Hometown Heroes Housing Program, you must be employed full-time by a Florida-based employer and work 35 or more hours per week. A written or verbal VOE indicating employment of 35 hours or more a week must be provided for all borrower(s).
Florida Tax Exemption Benefits
One of the top benefits of using the Hometown Heroes Program is tax exemption, saving you thousands of dollars.
Under Section 420.513(1) of the Florida Statutes, this program provides an exemption from documentary stamp tax and intangible tax for first and second mortgages and notes used to secure loans for housing financed through Florida Housing's Homebuyer Programs.
This means that when you purchase a home through these programs, you won't have to pay the documentary stamp tax and intangible tax on your mortgage, saving you a substantial amount of money.
The Florida documentary stamp tax is a real estate transfer tax levied at a rate of $0.70 per $100 paid for the property in most counties, except Miami Dade, where it is $0.60 per $100.
With the Hometown Heroes Program, you can exclude this tax when you meet the program's criteria. Additionally, the Florida intangible tax, which is calculated at 2 mills per dollar of the note's just value secured by the mortgage, is also exempted.
For each $100,000 of your home purchase price, this exemption can potentially save you approximately $2,000 in documentary stamp tax and intangible tax.
